A bug was discovered that disregarded both Preciptitation and Irrigation as input to
the Snow, Surface Pool and Infiltration. The phenomena created an error in the
WaterBalanceCheck when the PlantType switch was set to No vegetation.
The bug is removed and updates are made to version 5.1.16
